Unless Steve lowers his asking price , Y&R wouldn't be interested and even then, why bring back another older unsuccessful character?

Why did they rewind the clock back to 2013 and bring back a host of other played out characters (Chloe, Kevin, Chelsea, etc)?

Because it's what the "fans" wanted.

NOBODY wanted those characters back. Josh Griffith is simply a creative black hole. 
 

When it comes to Steve Burton, I wonder how the writers will handle this. Pretty much anybody else would be fairly easy to write out, but you can always count on Sonny, Carly and Jason to appear in the majority of episodes each month. I can’t imagine it would be easy for the writers to write him out of so many scripts. I wonder if they’d consider a recast?

I'm a bit surprised that Corday hasn't mandated vaccines at DAYS, given they have so many elderly cast members. (If NLG is indeed correct.) At 96, Bill Hayes is the definition of high risk.
