They very likely can't afford him. I'm certain he costs more than Lynn Herring or even Jack Wagner. Stamos still gets regular gigs in primetime.

On second thought, there are a few people that could be bumped down to recurring for him like Sabrina, Felix, Spinelli... but I don't see them really going out of the way to get him back.

Blackie was Friscos best friend. He was friends with Scotty. He's Lesley (who's rumored to be returning) adopted son, Laura's adoptive brother. They could always give him a long lost child like Ellie but please not Sabrina.
