Actually, Gillian Houghton was headwriter at that time. I have a feeling it was a production decision, however.
When Agnes was writing the show, there seemed to be some movement towards the Midwest setting although it was never explicit. For example, when Julie Bauer was committed to a mental institution, it was first called "Ocean View" and then it was, handwritten, changed to "Lakeview". I don't know any other reason for the switch other than the fact that they were trying to move the setting. The name of "Los Angeles" hadn't been used for years and the name "Selby Flats" hadn't been used for an even longer time. Much longer.
