Doubt it was his choice. I think TPTB told him they were not going to renew and said "the narrative is all yours'.  Gotta respect the amount of notice Steve has been given. 

Well this makes sense with JFP gone now from YR.  Honestly the character of Dylan sucked he was such a bore. Steve was wasted on this show. If i were Frank I would try to get Steve back on GH. The tale of two Jasons OMG its right up Jean and Shellys alley.

It's a logical point for the character to move on. After the Chrully reveal, there's not much left for Dylan. I imagine Stitch will follow soon unless they go the Ashley/Ben route again. I also think that SC was the only good pairing for SB.
