Probably because no one I know personally watches OWN. It's probably more likely due to the fact that online, people can watch whenever from wherever, whereas viewing on OWN is more like 'appointment viewing' which has declined dramatically in the last several years. Online is just more accessible-- unless you don't have Internet access. The numbers of people of people dropping their cable subscriptions has been low and slow but steady since 2010.
