This coming from a girl who generally wears no eye makeup, hasn't worn earrings on a regular basis since she was 12, and wears her hair straight all the time (the best I can say is that I've mastered the art of the messy ponytail when I work out). Yeah, I'm a hypocrite. So basically...nope, can't defend this picture. All I can say is that she needs to tone it down ("a bit" would make it a gigantic understatement).
