That was her first story. She would go to visit Javier in jail and toy with him and, I thought, basically promised him sex if he helped her with information on a case. When he got out of jail, he met her at the docks, and suddenly she wasn't interested. He would have raped her if Kevin hadn't stopped by to save her.
