The issue is with Ireland's banks that put money in property. The government bailed them out rather than let them collapse. Basically, the Euro zone NEED to be seen to be doing something about supporting the euro currency. The entire euro project is under tremendous pressure to fail. They needed Ireland more than Ireland needed them and so that's why they insisted that Ireland take the bailout package.
