But didn't someone just post that in the new SOD/SOW it says he hasn't been approached yet and something about KA talking to him at the Emmy's about coming "home" and he almost started crying?

They've been known to print bullshit but this sounds significant.

I just went over to SoapZone and saw nothing about Stefano or Joe Mascolo's return. I'm thinking if even one person found out, it would be all over the place.

I don't think Stefona is officially returning. I think the article is going to be about how Joe is through with B&B and read to return. He is just waiting for the official welcome from Corday.
