I see Craptini being bored with the original story coupled with the complete lack of interest in the Qs, so they changed Rex's paternity. I think Ron and Frank underestimated the repulsion the audience felt for Franco. Outside of some bickering with Monica (not counting AJ since he's MIA most of the time), bickering with Tracy, there wasn't much to do with Franco as a Q. I guess they figure if Heather and Scott are his parents they can have more Heather/Franco scenes, BLT jokes, mental illness hilarity, etc. In six months we'll find out his parents were Jessie and Steve.
