The character was moved to AMC as an adult and is tied to Angie Hubbard on AMC. The contract, I'm sure includes this technicality. But, weirder things can happen.

She was named Cassandra on The City (though I don't believe they even officially adopted the child she found by the end of The City--it was a story near the end), but as mentioned, since she was last on AMC, I think it's fair game.

Not really. Alex cant be used by ABC and Anna cant be used by PP. I think the origins of those characters is pretty clear

but wasn't it said that GH couldn't use Skye in the future bc she was an AMC original? If Cassandra would be fair game bc she last appeared on AMC, than the same should apply to Skye who has only appeared on GH in the last decade
