I think it's got to be more about the endless rewrites/stalls with the larger storylines, Frank's other priorities within that umbrella (Sidwell, RP, etc.) and the usual actor guarantee juggling act as well as everything with Willow and Drew slowing to a crawl. They used Rory too heavily last year for him to be someone they didn't like. I do think that FV often gets fixated on a new shiny toy and forgets about others regularly, but I've pretty much put aside any fear that they he was too beholden to Chad. If that were the case they wouldn't have recast so soon IMO, which IIRC may have had Chad acting publicly snubbed on social media (I may be wrong on that). I just think he wanted to push the Faison saga at the expense of all else, and may have had other issues with Cameron's availability, etc.
I do find it odd he shares almost no scenes with Carly these days, and relatively few with Sonny or Jason. I don't mind it, but islanding him so much with Jacinda the dayplayer, Willow, Chase, etc. feels like a budget roulette thing with the guarantees as mentioned or something else. Hopefully it's true that he has more coming up with
