I look at it this way: if it ran longer than one full season, it qualifies.  Even if it never set the Nielsens on fire, it still qualifies.  Because, to be perfect and frank, there are a TON of long-running shows out there that managed to survive in spite of being popular with neither the critics nor the audience.  (Looking at you, "Yes, Dear.")
