If she wasn't staying I'm sure they would have had Jason kill her or something and then label it as "protecting Liz and the baby". I've liked Sam alot since she's gotten rid of Jason. A potential pairing between her and Lucky will not only be explosive in words of chemistry, but damn I'll love to see the fireworks between her and Carly.
