They allegedly despised JW and vice versa. Jack was also pretty dreadful onscreen.
I think Carlivati may or may not have had some quixotic plans to force Frisco and Felicia back together for his '80s dreams (I half-suspect that's why Maxie began calling Mac 'Mac' again when RC arrived), but that any hope of that fizzled the instant they brought Wagner in, began having issues and also saw just how visibly upset Kristina was to be playing material with him. It was hard to watch. He was also completely cold and wooden on-camera in a way I have never seen him, having been a fan of his on Melrose and having seen him appear as Frisco in the '90s. It was bizarre for an actor who's always had such natural charisma. Maybe he was just that profoundly unhappy with the writing or BTS environment, or felt the same as Kristina, I dunno. He did perform "All I Need" beautifully though.
Or I may be being unfair to Ron. They scripted the 2013 Ball well beforehand of course, and it ends with Felicia definitively choosing Mac over Frisco. But I suspect that may not have been the case when they first approached him and RC was coasting on nostalgia.
