It was better. Passanante is just not a HW, and I feel bad crapping on her so much because she's been lovely in our online interactions when I've asked for help with things I'm writing, I know Hal Corley thinks the world of her, she helped run the fabled ABC writer's development program that he came from, and Michael Malone (among others) seemed to think she was one of the best breakdown writers of all time. But her AMC was just objectively BAD (and I don't think she was too liked at ATWT though she stuck around a while.)
The problem with Culliton was I really think he seemed obviously hindered by network interference to a degree that I don't think we had seen up to that point, at least not at AMC. There were just too many introduced then forgotten/dropped stories and characters. (Of course he was stuck with some of Passanante's stuff--I believe she started the whole Proteus debacle.)
