Bunim was there from December, 1989 - early May, 1990. It's not a particularly intriguing period synopsis wise and the few episodes that popped up weren't great (early January, 1990 and a one off from early April). Going into Babbin's run, things do seem to improve and she hires a bunch of actors who are so critical to Babbin's Loving run.
The ratings dip for her run falling into the low 3s when they had been hitting the high 3s in 1989 almost going into the 4s, but never quite making it. By the time Bunim exits, it hits the high 2s for he first time. Babbin is able to stabilize it in the summer (I believe) but its only briefly and they dip again.
I think the potential of Loving tends to be much greater than Loving proper. I do think there tends to be some nice character work and some good domestic stories. The show seems to struggle with the big stories. As you said, the Hunt / Dolly story is fairly vile. I am convinced that Levinson must have been leaning into the sleaze even though I know Nixon is still credited in this period.
I was disappointed there wasn't more of the baby Johnny stuff in those clips posted yesterday especially when we start to get scenes of that story and they are cut off.
Lucho Domeq originally appears in 1989 in those scenes where Alex Masters is in San Felipe nearly dying. He is brought back to help Trucker with proving he was innocent of the plane crash and revealing that Jack Forbes was locked in the prison to usher in Christopher Cass as the recast Jack.
I think it's possible that Lucho was intended to return. I think Rio is better developed than I realized. I think the chemist angle was fascinating as it plays in well to the perfume company storylines that the show was doing. I do think Rio and Rocky were a good C-story supporting some of the other threads around them.
I'm pretty sure John R. Johnston chose not to renew his contract as Steve. It would have been nice to let Steve and Trisha play out a little while longer in peace, but after seeing Elizabeth Mitchell's Dinahlee, I start to think sometimes its just best to rest a coupling rather than risk a recast.
