Y&R has the same problem with Noah that it has with the majority of its' cast. They just don't know what to do with anyone on this show, and anything they try just doesn't work. (Hence, all these random, pointless "psycho arcs," as I call 'em, with Matt, Patty, Jordan, Cameron, etc).
I think Mal Young and Angelica McDaniel created the Rosales family specifically to infuse the show with desperately needed new blood (that better reflected their audience demographics), but they botched the rollout of that family so badly that it seems the show has become afraid of doing anything that disturbs the status quo.
Y&R is absolutely on auto-pilot - has been for the better part of a decade, if not more - and needs another turnover like the one Bill Bell gave it when he phased out the remaining Brookses and Fosters for the Abbotts and Williamses, but good luck getting anyone at the #1 rated soap to do anything about it!
