Where I come from casinos are owned by big multimillion dollar corporations. And of course in some places they are owned by Native American tribes. But I've never heard of a casino being owned by an individual. They could just as easily have made this guy a loan-shark, since that's essentially what he's doing. There is no need for him to actually own the casino -- at least not yet. And please don't use they "it's just a soap" response. That is insulting to the entire genre. I had it wrong. It should be 24/72, not 24/48. My bad. DC firefighters work 24 hours and then have 72 hours off.
