Bill Sr DID NOT "hate" Brooke. They hardly even interacted. Him calling her out one time on her showing up uninvited to a party doesn't equal hatred or even antagonism. They were never at odds. He may have been a sounding board if Stephanie ever gossiped to him about Brooke, but that's it. Personally, he couldn't care less about Brooke - why would he? Brooke's goals always aligned with his. She wanted Ridge and he favored Thorne for both his daughters. And he may have had a bit of a crush on Stephanie by the time Eric was divorcing her for Brooke.

The character Bill Sr really hated was Ridge. He also strongly disliked Clarke, Sally and Blake. Seemed to dislike his own wife Margo and her brother Jake. Occasionally schemed against Macy. That's all the characters I can think of who were on his "bad side".

Steffy could be a fun character that we love to hate, if the other characters had her number and called her out on her incredible hypocrisy. Instead, they go on about how strong she is all the time, like she's just opiniated and calling it like she sees it. Please. I'm not a fan of the Logans. I loved it when Stephanie used to call Brooke out. Stephanie had some skeletons, but she also had intelligence and class and more of a moral high ground that Steffy and Taylor. Plus Stephanie was acknowledged as an overbearing pain in the ass mother-in-law, not considered a saint. Steffy and Taylor are insufferable. Taylor has slept with every man in Brooke's family and Ridge's family.
