The podcast was Lily's idea. 

As mentioned above, Billy spent hours talking into his cellphone about all of his mental issues and problems sleeping.

Lily started listening... and then when Billy was done ... Lily told Billy that he should do a podcast like that.  She suggested that he do it with Devon's streaming platform. Then Billy met with Devon.  They talked about a collaboration between Hamilton-Winters and Chancellor Industries.

To quote the soapcentral recap:
Billy told Devon the platform for the podcast would be a unifying theme of bettering oneself. Each series would be specifically designed and centered around health and wellness, both physical and mental. They had an opportunity to really help people and put something good into the world. Billy felt that Neil and Katherine would really appreciate that and seeing them work together. Devon loved it.

Sigh.
(and yes it sounds like a Paul Raven spoof but this actually aired)

A series of murders rocks GC.!

Amanda is shattered when Amani is killed. She tells Devon how devastated Nya is. Amanda delivers a stirring eulogy against a wall with a photo of her sister and a bunch of flowers. In Devon's penthouse everyone talks about what a lovely service it was. Devon says Neil would have been proud of Amanda.

Billy has blackouts and wakes to find a bloody knife in his possession. He buries  it in Chancellor Park. A mysterious figure photographs him. Lily wonders why Billy is acting strange(r)

But worse is to come. Phyllis is attacked in the elevator at Grand Pheonix. but survives. Jack declares his undying love. As Phyllis battles for herr life, everyone gathers at Grey Phallus to remember the lovable redhead and her crazy antics. Meanwhile in  a special one  off episode Phyllis has a near death experience and the living beckon her back because she is too wonderful to lose.

Victoria notes Ashland is disappearing at odd times. Victor uncovers as series of killings years ago in an area where Ashland lived.

Rey succumbs to Chelsea and they make love in her suite. Rey spots the killer but can't say too much as he would have to reveal he was with Chelsea. Sharon notices this and turns to Nick.

The latest victim is a waitress at society that everyone liked (but we never saw) For a few episodes prior Abby talks about her.

Nick suspects Noah could be the killer as he's acting strangely.

Sally suspects Adam could be the killer as he's acting strangely.

Chloe wonders if Kevin could be the killer as he's acting strangely.

Michael announces that Eden is coming back to town .Lauren is thrilled. They get a call that she'll meet them at Society. Shockingly her body is found in an alleyway nearby.

The killer is revealed. It's an old buddy of Billy's (Mitch)who blames him for wrecking his life .Billy fills Lily in on the backstory of when this occurred while he was out of town years ago. Jill pops in to reveal that she knew all about it and was paying Mitch to keep quiet.

The blackmailer of Billy might have been the Mitch or not (it's never mentioned) 

The strange behavior of the others is never referred to.

Master writer Josh Griffith has plotted this intricate web of shocks and twists while waiting in line at Starbucks,

Like, I don't begrudge soap characters getting media jobs when it suits them. I know Leanna Love was a gossip columnist at one point and had that talk show or whatever. Luna on OLTL did Loveline and it worked for the character, and I championed it when Nora got her kooky podcast/radio show (in honor of Luna, IMO) as a sideline on the online OLTL, because that's a hinge character who's part of an entrenched elder supercouple - at that age characters like that who are that popular together (and had just had several major frontburner years immediately prior on the network show) are not going to break up, and you can find other ways to mix them in. No harm done.

But corporate scion Billy Abbott? On Y&R? Doing a wellness podcast? I don't get it!

I love it back in the day when characters worked for WSPR and The Springfield Journal on Guiding Light. 

But on Why and Are with first Restless Style, and that GC Buzz and now with all those ancillary media companies. At this point I just want characters to go back working for Newman, Jabot, and Hamilton-Winters competing over cosmetics again.

Re the podcast story,

Billy and Lilly are super stoked with the idea which they name 'Second Chances'

Lily tells Billy that his journey through alcohol addiction. gambling, failed businesses,affairs, and poor parenting will be an inspiration for listeners.

Billy  thinks he could be the voice of today's man and raise awareness and inspire conversations.

Billy reflects and tells Lily as powerful as this could be, if they had a professional alongside, it would be resonate even more.

What about Sharon? She would be perfect.

Billy and Lily approach Sharon who is intrigued but not totally convinced.

So she talks to Rey, Mariah, Faith,Nick and Adam who all agree she would be ideal.

Elena agrees saying that although Ask MD is a huuuge commitment,it brings her so much satisfaction.

Sharon commits and suggests they record the podcast after hours at Crimson Lights because it has such positive energy and Sharon has honestly helped so many people there.

Sharon and Billy become close working together and begin to see each other in a new light. Due to her expertise Sharon diagnoses what's happening. Their one night stand of years ago is unresolved and there are some deep feelings resurfacing that must be explored if they are to move forward.

Rey, sensing this moves closer to Chelsea.

Billy decides to expand Second Chances to include other voices so each week another GC citizen will step up to tell their story and share their journey.

Every Wed will now be 'Young and the Restless Second Chances', devoted to one much loved character reflecting on the incidents that shaped them into the fascinating, flawed and very human people we welcome into our lives each day. Look for intimate drama as one actor takes center stage along with flashbacks for the entire episode.

I posted what aired about Billy and Lily and Devon discussing what could happen on the podcast and then I said "and yes it sounds like a Paul Raven spoof but this actually aired".

And then, LOL, @Paul Raven posts a spoof of what's to come. 
And of course Paul perfectly captures the type of thing that Y&R does.

    • I 100% agree but I think this is due to how the show is structured. It's a one family show which means there are no people in her age range that could be used as friends or contemporaries of her. The show definitely needs a second main family. I am glad someone finally said this. Especially now that the cast is gelling in their roles, he stands out like a sore thumb. No energy, no chemistry with anybody. He is just there.  I thought that was odd as well! The previous scene would've worked better as a tag for the credits.
    • That's the one and only Carrie Nye (Mrs. Dick Cavett) as Susan Piper, a deadly realtor. I don't want to spoil a lot if you ever want to see those episodes. She returns as another character in 2003. I think Grant has aged well and he always did a good job at being ripped without going too far, but he was never entirely my cup of tea either. I did think John Bolger was hot.
    • Totally agree. KKL looks great! It makes the Widge groveling so bizarre. Brooke needs to leave FC and with $B's/Liam's funding launch a rival fashion house with Hope, Rick, Katie and a secret designer. The best scenario is that Rick has been absent because he's been with very much alive C2, who is revealed on the runway as the secret designer. It'll never happen because B&B is comfortable just focusing on FC and the Forresters Marones v. Logans. But it'd been so much more interesting if the Spencers/Logans united.

    • Haha that scarf thing did go on a bit too long, very odd. And what a young Rick!  I know this is an unpopular opinion, but I just never got the physical appeal of Grant Aleksander, but he's definitely a great actor. Who is the older lady around the 8:30 mark, and also ends the episode, alone and in pain? She seems like a really interesting character. I love the smoky voice and sultry, snaky vibe she seems to have.
    • I can't remember exactly but I think she lives in or is part of the cottage story with Carrie. Carrie poisons her in this episode.  I forgot Teresa was on the show. (I see that AI is insisting she wasn't - well they're wrong) Poor Maeve. I can how even she had her limits. 
    • It pisses me off that the other Duprees are making this incident all about them as well. They are playing a family of victims, acting as if Ted cheated on all of them. They should be supportive, but not like this. I have a family that makes anything that happens to me personally all about them, and seeing the same thing on TV is rage-inducing.
    • There are the makings of good Emmy reels in these past couple of episodes, but the industry is still going to favor even the most mediocre stories and performances on the older soaps. And with the pressure from the government over race I can see the academy shutting out Beyond The Gates to avoid criticism from the administration and the far right media.
    • oh, definitely! It's too bad she hit the start of a rough transition period for the show. She shines, but she's stuck with bad story and some (if not exactly bad) not great co-stars.  Uh, who did Maureen O'Sullivan play? (Sigh--and only if I'd understood exactly who and how wonderful Teresa Wright was in '86) God, the summer of '84 was literally one event after another. Kim's outfit alone must've been worth a small fortune. And poor Maeve. She looks so uncomfortable. Rebecca Hollen told a story on Locher Room where Maeve dropped the f-bomb during the shooting of it. For some reason, she wasn't being listened to, and had just had enough. As a producer, I would've been holding my breath as my pregnant actress kept walking around strange and undoubtably uneven sets in that long skirt.
