One of my DVDs has the weirdest spotting. It almost looks cloudy or like some sort of steam was permanently branded on it. And it seems to prevent the disc from playing. Anyone know what I'm talking about?

Sounds like laser rot. Certain poorly pressed CDs/DVDs have--I think this is how it works--pockets of air in them that over time expand, and it looks just like that. Sometimes it happens in batches. The Kylie Minogue video collection from a deacade or so back's first printing was riddled with this--it showed up on most copies after a year or two, but the second printing fixed it.
