He was just exhausted. They'd just finished taping the January special. Before that Jackie Zeman stuff. Two full weeks of going at 110% throttle. This week Covid. Now at last hiatus till Jan. 8th. 

Poor Frank. He had to work 2 full weeks and was tired! The poor thing. That doesn't excuse his lack of enthusiasm for GH winning the Best Show Emmy. He should have been running on adrenalin and had a positive emmy speech. Frank must've been on some good downers. He was very weird that night, and it wasn't because he had to work 2 full weeks. SMH.

FV seems to have deteriorated physically in the past several years.  He is not as boyishly handsome as he was when he took over GH.  Something tells me the stress of the gig is beginning to get to him.
