This is like with all his other stories, the character vanish for great periods at a time and when they reappear something changes with them and instead of SEEING it, we are TOLD it happens

I'm pretty sure since they "fired" the actor and took him off contract, they had no immediate plans for a story with him and were content leaving him fade away into the mist. But then they came up with this drug story after Fluke brought the drugs in and Rafe's downfall will provide angst for other characters before his permanent exit.
