Since when do people do community service at federal prison?

And why is ConKate walking around free after all the criems she commited? Matt went to prison for killing a crazed bitch that was attacking people yet ConKate: bound, gagged, and kidnapped Johnny, assaulted Starr, caused an accident that killed Trey, paralyzed Ellie, and I know I'm leaving out other things she did is walking around town free to run a business without any reprocussions! And her being mentally ill has nothing to do with it. People with mental illnesses go to jail all the time. At least send the bitch to Roselawn.
