Val could've mistook David's character for Gary after some chance meeting, convinced Ted's Gary is an impostor. (I've read about that sort of thing happening with individuals who have suffered brain trauma, although I can't remember where, lol).
I would've brought back Jeff after Olivia's suicide attempt. He's heard about what happened and desires to reconnect with his daughter. Abby, of course, is afraid he will use Olivia's fragile mental state to turn her (and Brian) against her (Abby), especially when Jeff comes out in favor of Olivia's relationship with Harold.
