I think he's just doing as told by CNN - getting a lot of coverage, and trying to make Nikki Haley, a longtime media darling, seem sympathetic.

I read a lot of that twitter thread.  Russia apologists and shills, neonazis, transphobes, and other random horrible people.  Singing folksongs to stop supporting Ukraine.  Gross. I had to stop reading.
