I still wonder if he deliberately tipped Putin off nearly a week ahead of time. Like people have said, anything that he was going after will already be moved by now.

I don't see why not, especially since he likely tipped Putin off before that 'retaliatory response'  that ultimately arrived in the wake of the poisoning of the ex-spy and his daughter. 

Announcing sanctions months ago, then leaving it open-ended gave all those oligarchs plenty of time to move their money to the Cypriot bank of their choice.

I think it's good that Britain and France were also involved in the strikes.  I see that Russia has threaten to retaliate.  Probably cyber attacks, I don't think they want to bring on a world war. Putin seems craftier than that. I hope.

I hope it's just a threat. Or, like you said...just cyberattacks.
