Absolutely. Up until around 1983, I think he had material to submit that would have been competitive with anyone. (Even though he was front burner a lot after his return, much of it was kind of awful).
Besides, I'm not talking about wins, only nominations. Looking at some of the people who snagged Best Actor nominations during the late 70s/early 80s, he certainly IMO was a better actor than Richard Shoberg or Nicholas Benedict (who I was kind trashing recently in another topic--NO idea he was ever nominated, that's almost as egregious as Raines being nominated).
Again, it's perfectly plausible that he didn't submit his name. I know Bev stopped doing it because she was frustrated about never winning. Some actors genuinely don't believe in competing with other actors.
