It's explicit that it's a returning male, and it sounds like they meant an actor based on the wording. Of course this is Frank so he could just mean Roger Howarth #4.

This is FV, realistically, he’s probably indeed talking about Roger Howarth coming back as another character, lol

I mean, if Frank loves working with RH and Michael Easton so damn much, why does he keep bringing them back to brand new characters each time?  Why not just keep them on indefinitely as the same characters or, if they have to leave from time to time, just bring them back playing the characters they were playing before?
