EB needs to realize that Victor has been destroyed over the years and his desire to be frontburner is not good for the show, especially when its apparent he is no longer physically up to it.

If the show had Succession type writing then Victor might be viable but EB wants Victor to be respected and admired for his horrible behavior. He's nor even a love to hate character at this point.
