Even if Sharon is on duty, there is usually one other staff member who walks around wiping tables that have not been used by non existent customers.

It is a deliberate choice by Y&R - the same deal at Society and Gristly Pubis. One staff member.

It is so annoying. And they consciously choose wide shots that emphasize the place is empty.

I can't believe the budget is so tight they couldn't have 2 or 3 extras on the set.

Even if for whatever reason they can’t have extras (even though I see them now B&B and even Days), at least for a scene populate Crimson Lights with the cast the show has:

Sharon working and rushing to help Victoria break it up.

Devon, Nate, Lily and Moses all there having a family bonding time over coffee witness it in shock as Moses wonders if he should tell Faith about seeing her grandma in a fight while Lily ponders sharing what she saw with Billy.

Allie coming out of the restroom seeing it and wondering if she should tell the rest of the Abbott family as she checks on Diane afterwards. 

Sally witnessing the whole thing, smirking and can’t  wait to tell Adam.

The show could easily take a page from Marland on spreading gossip and further tension around town. But that would require JG to actually write even a hint of drama.
