Hall completely mailed in the character in her last 13-15 years, but if anyone symbolized the show, it was her. In his prime as a character, Bo was great, but I can't say that I've liked much of the character for a long, long time. I'd bump Julie up to #2 and possibly Hope at #3. I think I'd put John ahead of Stefano, but I think it's because of potential. John had the potential to be the greatest character in the history of the show (despite his portrayer) but they'd write a bit of history and then completely betray it within two years.
