There may have been a clue as to who shot Drew. Justine said that phone records back up Drew's statement that he didn't receive any calls the night he was shot. The means that when Trina and Kai heard Scout's ringtone, it was coming from the phone of the shooter.
It is possible that Willow has the same ringtone for Scout, but that is also true of her other family members. Alexis and Kristina's whereabouts are accounted for, even if they can't tell the police their true alibi (kidnapping Ric). That leaves Molly, who would make an interesting secret psycho, if she had some kind of meltdown that we didn't see onscreen, but could now see in flashbacks. It would be reminiscent of Julia Cumson turning out to be Carlos Agretti's killer on Falcon Crest.
Of course, it is also possible that the ringing phone belonged to Scout herself. Maybe she figured out that Drew isn't really Drew and is only pretending to be her father. Maybe she thinks he might have done something to the real Drew. In other words, maybe Drew really is Shiloh.
