He has shown a personal vendetta from 30 years ago that neither Karen nor Stone would support is more important than his job. He is protecting a criminal instead of charging them (Carly) to use that to blackmail another person who may be a criminal but Cates doesn’t have any proof on (Jason). He is stupid enough to fall for what Ava is dishing out even though there is plenty of information out there about her crimes. He fell for Valentin’s attempt to frame Anna without a second thought. I don’t like Anna letting Valentin off or most of her behavior in this story.
