As much as I adore Jane Elliot,

 

I refuse to stick around for "Stone Cold Part VIII: Jason Takes Back Port Charles," especially after the BTS shenanigans that Burton pulled last time around.  (I'm with @Vee: his was a fireable offense, and GH/ABC has no business hiring him back.  At all.)

I think Disney dropped the vaccine mandate but i could be wrong or maybe Burton took the Vax

You know, I doubt Steve needed to do too much.  I don't think the show ever wanted to fire him.  They just had to because it was a Disney mandate.  I don't think it's the same as Ingo where FV was ready to cut ties.   I think FV and GH were bummed about Steve and were just waiting for the "right" time to re-hire him.

Doubt it.  He went to Days where he didn't have to.  In my experience people who felt that strongly about not taking the vax to the point they leave their cushy job aren't likely to change 2 years later.
