Mal is listed as the head writer, but all he does is dream up long-term story ("Wouldn't it be great if Nikki and Victor did X and it ended with Y?") for the show and then pass it off to Sarah & Beth to craft and storyline the show before the breakdown writers get to work. This is the UK model for writing soaps, not the US model. So, whoever you're seeing in the credits listed after Mal is, in theory, a co-head writer of the show since they're the ones executing his grand vision on a daily basis. For the UK soaps, they would be listed as "storyliners". Probably. I dunno. The Santa Barbara folks have infected every soap on both ends of the camera by now.
