He tried to tell her but circumstances got in the way. Talking to others like Liz, Epiphany and today Noah, all made him realize that he wanted her and this was all before he saw her with a makeover. The show made it clear that he wanted Sabrina for her, not bc of how she looks now. Her hair is usually frizzy and uncombed and her wardrobe leaves a lot to be desired. The show did a good job of exaggerating how plain and drab she presented herself.
