I did feel bad for him - talk about a thankless role (that's one of the reasons Hearst left). 

I liked him on PC but wasn't really surprised he was recast. Joe just never really clicked as a character.

If this were written by Ron alone, Dietz's character would be Dr. Russell who is Peter Blake with plastic surgery performed by Dr. Rolf.

LOL, true.  Ron could have had Dr. Russell be Peter Blake with plastic surgery, wearing a latex mask to look like Charles/Dougie LeClair.   
Or no surgery, but three levels of masking.
Or some such convoluted mess, with a brain chip thrown in, and Rolf masterminding it all
