Yeah Casey the producer for B&B said that BOLD would be pushed back a day so I'm assuming the same will apply to BTG if it's fully pre empted -

Especially after two weeks of soccer pre-emptions. Right now they aren't even reporting anything new, just recapping what we already heard from the pope. -
Ohhh - I didn't realize that's how it worked. So if it's fully pre-empted, they just air next day, good to know!

In the US they *constantly* break into the soaps for pretty much any news story which is why fans are annoyed. So yeah, it may not be an everyday occurrence but it's a common enough occurrence that people are annoyed. BTG has been on for less than 3 months and has already been broken into many times.
