I'm wondering now if this could be a story for Nora. She hasn't had quite as much story as some of the other long-time vets. The radio show has been cute but the actual scenes of her doing the show have been just as much if not more about character moments for Matthew so maybe they're writing something that's more of a showcase for Hillary? Although I have no idea what it could be that has never been done before?

Passions did the awful transgender story. The City attempted one admirably but had an awful actress and it was the early first months of The City where the show hadn't found its rhythm yet. ROxie's would have been campy too, I'm sure under Tomlin, but it would be an interesting story, but I can't see it working with any current core character.
