How could being the manager at "Shelter" be a front for Cutter's grifting schemes if Blair owns the club and he doesn't?

Maybe it's simply a day job (night job?) while his main cash comes from other stuff. If the show is getting edgier, he might use the club as a cover for shadier things. Just an idea.

What other "shadier stuff" could Cutter be doing? Do you think he could be working for the mob like Luke did when he was running the Campus Disco on GH? I think being manager of Blair's club is his ONLY job! If he was working for the mob, we would've heard casting announcements for mobster characters.
