It is very strange. They have insisted on having 30+ contract players for years now. If they had less cast, they could up everyone's episode guarantees, balance the cast out more. Like 20-25 would be perfect. Have everyone else recur.
If you look back at the history of the show, especially in the 1970s and in the 2010s, whenever the show was at it's most successful, it had smaller casts. Audience relate to the characters more, because they see more of them. In 2009 and 2013, the show had arguable it's most successful periods since the early 2000s (ratings wise that is). They had smaller casts and focused on 3 or 4 stories the whole year. That's what they should be doing at this point. Have a few umbrella stories, that last the whole year, and involve the whole cast. But again, before that, fix who we see on screen cause.....๐ฌ
