The tornado happens on BTG which is in the "Fairmont Crest" gated community in fictional "Barrington County" in Maryland.
Y&R Genoa City is in Wisconsin and Y&R characters are having a relaxed opening of Noah's bar.

But what's weirder is that Victor is in both places at the same time.
