The actor nominations aren't for performances in storylines.
They are nominations for reels of a few scenes cherrypicked from the entire eligibility year.  (Different years have had different rules as to the amount of scenes and minutes that can be on the actor submission reel.)
A person could have done lackluster acting in 99% of what aired all year.  But they can still submit their few good scenes spliced into a reel.
 

The nominations for best show and best writing aren't for storylines.
They are usually for two episodes of the entire eligibility year.
So a show might have 248 crappy episodes in the year, but they can still submit the two good episodes.

The entire process seems meaningless to me.

Programs and their associated materials (like episodes, scripts, and performance reels) are submitted for eligibility.  Judges are assigned to categories based on their specific peer group and expertise. Judges must watch and score all entries within their assigned categories using either a rating score criteria or a preferential scoring system. Judges' scoring during this round determines the final nominations and winners for the awards.

Last night’s Primetime Emmys were such a shitshow that I turned them off. So unprofessional—lots of dead air with presenters and winners crossing a stage that felt like it was the length of a football field. Nate Bergatze was totally unprepared and underrehearsed as host, and the running joke about the donation to the Boys and Girls Club should have been a one and done, but instead they beat that dead horse throughout the evening. Feels like the Academy has given up. Makes the Daytime Emmys look slightly less amateurish.

That was a fun interview. I hope there’s more to come. I love all those ladies. I’m pulling for Sharon to win though or at the very least Eileen. Third preference would be Missy and then Michelle. Michelle has enough Emmy’s as is..
