It really was Angelica's catchphrase. Clint Eastwood even admitted in an interview once that he watched Rugrats and Angelica was his favorite character, and Susan Sarandon (the voice of Chuckie's would-be stepmom in Rugrats Go To Paris) said the same thing once, too.
