Olivia is a 15 year vet and when she returned they gave her nothing to do but be a talk to.

When Tonya returned she was so gung ho about working and having a storyline. She wanted a love interest, Nate back, everything. Not signing a contract saves them money, so don't think she's hurting them in any way! I also think it was smart because she can now pursue outside work now that she knows they won't write for her.

Yep, they want them young and cheap. Talent seems optional with a few exceptions.
