Yes, If I remember correctly Frank saw Michael Easton in that same grocery store and got him to return to GH.

Well, they did try and link Tómas to Alcazar back in 2012 before Disney-ABC lost the rights to All My Children & One Life to Live, and maybe this could be a re-visit of that storyline?
