I don't think she was behind Maria being made HW, that had to have been a Bell decision. Also, she loved Latham, and now Latham and most of her cronies are gone. If the Bell's wanted Shaughnessy back, he'd be back already, IMO. The Bell's are as much to blame for what happened to Y&R as Bloom, they let it happen.
