I've often wondered why holidays don't count.  Those are nice demos for B&B and Y&R on Labor Day, that are not factored in.  Thank you @Toups

Ratings are typically lower on holidays, and depending on the holiday, ad revenue is generally lower due to the depreciated audience. Sometimes in the past networks would air new content on Thanksgiving or Christmas because they could still get respectable ratings for their more popular shows at higher ad rates but that's not happened in decades practically.
